Yes. Arizona HB 2131, signed into law and effective September 24, 2022 (codified as ARS 33-1819), prohibits homeowners associations in planned communities from banning artificial turf where natural grass is permitted. This statewide protection covers every city and unincorporated area in Arizona. HOAs retain the right to regulate aesthetics, require pre-approval, set quality standards, restrict coverage percentage, and govern pile height and color, but they cannot issue a blanket prohibition. If an HOA has denied your turf application outright since September 2022, that denial may not be enforceable under Arizona law. No city in Arizona requires a standard building permit for residential artificial turf installation. This is consistent statewide: Phoenix, Scottsdale, Tempe, Chandler, Gilbert, Goodyear, and all other incorporated cities treat landscape turf as hardscape, not as a structural improvement subject to building permits. The relevant approval processes are utility pre-approval for rebate programs (where applicable) and HOA ARC or DRC approval in planned communities. Neither is a municipal building permit.

The most reliable approach: look at your water bill to identify your utility provider, then contact that utility directly. Rebate programs change regularly: amounts, eligibility rules, and funding status all shift. Programs that were open last year may be on a waitlist now (Queen Creek, Scottsdale), and programs that were paused may have reopened. The key universal rule across every Arizona utility: pre-approval is mandatory before removing any grass. No utility will issue a rebate retroactively.
